Category 1 – Outstanding Project Manager (>S$85 Million)
Ms Chan Lai Bing

Project: SIT Campus @ Punggol (Plot 1)
A $537.7 million development delivering academic facilities, lecture theatres, classrooms, laboratories, collaborative industry spaces, a central library, a food court and retail, beside a park and the Heritage Trail with sky bridges to SIT Plot 2 and the Punggol Digital District. Despite COVID-19, the team upheld a quality-first culture driven by strong leadership, innovation, collaboration and disciplined stakeholder engagement.

Project: Fernvale Dew
Ten multi-storey blocks with integrated carpark, E-Deck and link bridges. Strategic use of Prefabricated Prefinished Volumetric Construction (PPVC) and an on-site precast yard enhanced productivity and enabled timely delivery, with effective time and cost control through Design for Manufacturing and Assembly (DfMA) technology, even during the pandemic.
Category 3 – Outstanding Young Project Manager (>S$20 Million)

Project: Punggol North C15 (Punggol Point Cove)
Six residential blocks of 8 to 26 storeys with 1,179 units and a wave-like design inspired by fishing nets. After the original contractor was terminated, the Balance of Works was awarded in August 2023 with only 18 months left. The team delivered all blocks by the Delivery Possession Date with a CONQUAS score of 99.0 and positive resident feedback.

Project: Family Justice Courts
The former State Courts building, gazetted for conservation by URA in 2013, was reused for the Family Justice Courts. Together with the new State Courts, it forms a Judiciary Hub. Challenges included a dense urban Chinatown location, complex stakeholder needs and proximity to critical underground infrastructure.
Category 4 – Outstanding Project Manager, Client – Building
Ms Mo Wing Sze
Deputy Director, JTC Corporation
Project: Punggol Digital District
A 50-hectare strategic national development under Singapore's Smart Nation initiative, creating a hub for cybersecurity, AI/ML, fintech and smart living, bringing 28,000 jobs closer to home and co-locating SIT. It received Singapore's first BCA Green Mark Platinum District certification and the BCA Project of the Year Award (Mixed-Use). Challenges included multi-agency integration, shared infrastructure handovers and building next to a live LRT viaduct.

Project: Waterway Sunrise II
A waterfront public housing development in Punggol Eco-Town with seven blocks (6 to 18 storeys) and 1,014 units. When the original contractor ceased operations in July 2020, a replacement contractor was brought in amid COVID-19, supply chain disruption and manpower shortages. The flats were delivered in the shortest possible timeframe, achieving CONQUAS STAR and the 2024 HDB Construction Resilience Recognition Award.
Ms Angie Lim Meng Shwu

Project: Canberra Vista
A $274 million development of 15 ten-storey blocks with 1,467 units, two multi-storey car parks with roof gardens, a childcare centre and an elevated tree-top walkway to Canberra MRT. All blocks were delivered on schedule with a 92.0 CONQUAS score, zero safety accidents and awards including the SCAL Productivity & Innovation Award 2024 and RoSPA Gold.
Category 4 – Outstanding Project Manager, Client – Infrastructure
Mr Soh Kin Meng
Deputy Group Director (Cross Island Line Phase 2 & 3), Land Transport Authority
Project: Thomson East Coast Line Stage 4
Six stations from Tanjong Rhu to Siglap built through marine clay and sand in densely populated areas, requiring extensive utility diversions, ground improvement and early stakeholder engagement. All works were completed safely and the line officially opened in June 2024.

Project: Bulim Infrastructure (Phase 1)
A $186 million, 25-hectare project in Jurong Innovation District featuring Singapore's first underground District Logistics Network and a 1.1-km Sky Corridor, delivered despite COVID-19, adverse ground conditions, complex utilities and uncharted regulatory approvals.
Category 5 – Innovator of the Year
Assoc. Prof. Dr Eugene Seah

Project: Ask Me Everything (AME)
An AI assistant built with Wenti Labs that helps project managers search specifications, contracts, codes and drawings, highlighting discrepancies and recommendations. It reduces search and abortive time, increases productivity and lowers the risk of misinterpretation.
Category 6 – Outstanding Project Manager for Special Project
Er Gina Foo
Director, JTC New Estates Division 2, JTC Corporation
Project: Punggol Digital District
Singapore's first Enterprise District, integrating business, education and community spaces for smart and sustainable urban living. Initiated in 2015 and completed in 2025 despite COVID-19 delays, it was delivered through phased delivery, COTMA provisions and collaborative contracting with multiple agencies.
Category 7 – Outstanding Publication on Project Management

Project: Real-time Safety and Worker Self-Assessment: Sensor-Based Mobile System for Critical Unsafe Behaviors
Published in Automation in Construction. Integrates a real-time safety performance assessment system and a safety behaviour self-assessment system into a sensor-based mobile system that detects, assesses and modifies unsafe worker behaviours, balancing top-down supervision with bottom-up worker empowerment.
